Thornbury, UK — 18 September 2025 — Optima Systems Consultancy has been named as a supplier on Crown Commercial Service’s (CCS) Management Consultancy Framework Four (MCF4) (RM6309) on Lot 1 – Business. Through this award public sector organisations can procure Optima’s independent Systems Thinking and consultancy expertise.

Crown Commercial Service supports the public sector to achieve maximum commercial value when procuring common goods and services. In 2023/24, CCS helped the public sector to achieve commercial benefits equal to £4.9 billion – supporting world-class public services that offer best value for taxpayers.

The new MCF4 agreement replaces MCF3 and spans 10 lots, including Business, Strategy & Policy, Complex & Transformation, Infrastructure and Environment & Sustainability. The framework runs for two years from 29 July 2025 to 28 July 2027.

Being named on MCF4 builds on Optima’s proven track record supporting complex programmes under MCF3 across the public sector.

Strategic Value for Public Sector Organisations

Through the MCF4 framework public sector organisations can access cost-effective consultancy advice from a wide range of suppliers from small and medium enterprises to large multinationals.

As an independent Systems Engineering and business consultancy, Optima Systems Consultancy  work on some of the world’s most complex engineering and organisational challenges, using a broad Systems Thinking methodology that transcends sectors. We are excited to bring this fresh yet structured approach to projects and complex challenges in the public sector.

Systems Thinking is becoming increasingly recognised as a key means to succeed in a complex, joined-up world and governments and businesses are now frequently calling for a Systems Approach to be taken to wide ranging societal, organisational, and technical challenges.

Lloyd Pryce, Director at Optima Systems Consultancy, commented: “We are very pleased to have been named as a supplier on this important framework, which will enable us to continue to support a wide range of public sector clients. Optima bring expertise in applying Systems Thinking to deliver business analysis services and organisational change programmes. Our team’s experience of developing and analysing business requirements involving complex organisations and new technology is well matched to the needs emerging across the public sector. We look forward to working with – and creating value for public sector clients across the UK.”
